党的十六大提出了全面建设小康社会的宏伟目标,对文化建设和文化体制改革提出了很高的要求;十六届三中全会提出了树立以人为本的科学发展观,为文化发展带来了新的机遇,对于文化建设影响深远。近年来,文化部党组认真学习和贯彻落实科学发展观,不断强化部直属机关党的工作,从思想、组织和群众基础方面为社会主义文化建设提供了坚强的保证。大力加强思想建设,始终把握中国先进文化的前进方向思想建设是实现党的领导的根本保证。文化部党组坚持把思想建设放在党的建设的首位,始终十分注重理论学习和对广大党员干部的思想教育。
