光伏项目是全球能源产业和科技发展的重要方向,发展潜力巨大。2016年3月,国家发展改革委、国务院扶贫办等五部门出台《关于实施光伏发电扶贫工作意见》,光伏产业发展在贫困地区进一步提速。据不完全统计,仅地处秦岭腹地的陕西省商洛市已建、在建和拟建光伏发电项目97个,用地13355亩,其中耕地8478亩。但这对耕地后备资源紧缺、集中连片的贫困地区,提出了较为严峻的用地管理挑战。
The photovoltaic project is an important direction for the development of global energy industry and science and technology and has great potential for development. In March 2016, the five departments including the National Development and Reform Commission and the State Council Poverty Alleviation Office issued Opinions on Poverty Alleviation through Implementation of Photovoltaic Power Generation, and the development of photovoltaic industry further accelerated in poor areas. According to incomplete statistics, only Shangluo City, Shaanxi Province, which is located in the hinterland of Qinling Mountains, has been built. There are 97 projects under construction and proposed photovoltaic power generation with 13,355 mu of land, of which 8478 mu are cultivated land. However, the shortage of cultivated land reserve resources, concentrated in contiguous poverty-stricken areas, put forward more severe land management challenges.
