中共十八届三中全会提出了“社会治理”这一理念,打破了过去以政府为主体的、自上而下的单一的管理体制,强调社会与政府的良性互动,要求民间组织和公民参与到社会事务的管理中来,从而形成善治的社会状态。在这个过程中,大学生志愿者无疑担负着重要的职责,尤其是大学生党员,是参与社会管理的中坚力量。本文从分析“社会治理”理论出发,探讨构建大学生志愿者服务长效机制的途径和方法,为我国的志愿服务事业的发展献计献策。
The Third Plenary Session of the 18th CPC Central Committee put forward the concept of “social governance”, breaking the past single-top management system with the government as the main body and emphasizing the positive interaction between society and the government and requiring non-governmental organizations and Citizens participate in the management of social affairs so as to form a good social state. In this process, university student volunteers undoubtedly shoulder important responsibilities, especially college student party members, which is the backbone of their participation in social management. Based on the analysis of “social governance ” theory, this article explores ways and means of building a long-term mechanism of volunteer service for college students, and gives advice and suggestions for the development of China’s voluntary service.
