俸禄制度是君主专制主义中央集权下的官僚制度的衍生物,是官吏赖以生存,治国理政的物质基础。北宋初年宋太祖提出省官益俸的想法,其目的是为提高官员的生活水平,在法定的厚禄中满足官吏的供给和必要的支出,以期抑制官吏的贪欲,为廉政建设提供物质保障。而益俸是否真能养廉,达到标本兼治的功效?什麽才是养廉问题的根本之道?历史留给我们的是沉重的教训、迫在眉睫的思考和切实的行动。
The salary system is a derivative of the bureaucratic system under the monopoly of monarchy and authoritarianism, and is the material basis for the officials to rely on for their survival and govern their country. In the early Northern Song Dynasty, Song Taizu proposed the idea of provincial officials’ benefits and pensions. The purpose was to improve officials’ standard of living, satisfy the officials’ supply and the necessary expenses in the law-making favor, in order to curb the greed of officials and provide material guarantee for the construction of an honest and clean government . What is the fundamental way to raise Lian problems? History left us with heavy lessons, looming thinking and concrete actions.
