上海是我国利用外资最早的城市,早在1950年就同波兰合资组建了中波轮船公司,从而开创了我国对外开放的先河。十一届三中全会以来,上海一直致力于发展外向型经济,实现与世界经济互补的发展道路,着力改善上海投资环境,利用外资工作得到蓬勃发展。1988年前,上海每年平均批准外商投资项目100个左右。1992年,在邓小平同志视察南方谈话鼓舞下,外商投资迅猛增长,批准了2012个项目,协议外资33.5亿美元,超过了前12年的总和。今年上半年批准了2014个项目,协议外资44.4亿美元,超过了
Shanghai was the earliest city to use foreign capital in China. As early as 1950, China Shipbuilding Corporation was established with a joint venture with Poland, thus setting a precedent for our country’s opening to the outside world. Since the Third Plenary Session of the 11th Central Committee of the Communist Party of China, Shanghai has been committed to developing an outward-oriented economy and achieving a complementary development path with the world economy. Efforts to improve Shanghai’s investment environment and utilization of foreign capital have been booming. Before 1988, Shanghai approved an average of about 100 foreign-invested projects each year. Inspired by Comrade Deng Xiaoping’s inspection tour of the South in 1992, foreign investment increased rapidly and in 1992 approved the 2012 projects with an agreement of 3.35 billion U.S. dollars, surpassing the sum of the previous 12 years.
