城镇化是未来几十年推动中国发展的重要引擎。农民的市民化是实现城镇化的重中之中。农民工是城市化进程中不可或缺的战略资源,着力解决农民工市民化问题,是破解“三农”难题的重要突破口,作为“十二五”统筹城乡发展的重头戏,应当摆上政府工作的重要议程。如何实现进城农民真正融入城市生活,完成市民化,是“十二五”期间及今后建设和谐社会的一项重要任务。进城农民实现行为方式和观念的转变是完成农民市民化的关键所在。本文就进城农民在行为方式上如何实现由传统向现代转变,思想观念如何跟上时代发展的步伐进行了探讨。
Urbanization is an important engine for promoting China’s development in the coming decades. The citizenization of peasants is the most important task of urbanization. Migrant workers are an indispensable strategic resource in the process of urbanization and strive to solve the problem of migrant workers’ citizenship. This is an important breakthrough in cracking down the “three agricultural issues.” As the highlight of planning the development of urban and rural areas in the “Twelfth Five-year Plan”, migrant workers should Put on the government’s important agenda. How to realize the real integration of urban peasants into urban life and the accomplishment of citizenization is an important task during the “12th Five-Year Plan” and the future construction of a harmonious society. The transformation of peasant farmers into cities and their concept of behavior is the key to accomplish peasant citizenship. This paper discusses how peasants in cities can change from the traditional ways to the modern ones and how their ideas and concepts keep pace with the development of the times.
