全面盘活财政存量资金,向财政存量资金要增长动力,是当前经济新常态下推进整体财税改革、发挥积极财政作用的必要措施,能最大限度释放资金活力,集中有限的资金用于稳增长、促改革、调结构、惠民生的重点领域和关键环节。本文通过对某市财政存量资金的规模特点和原因分析,提出盘活财政存量资金的主要措施。
