1981年12月30日,国家经济委员会、国家机械工业委员会、农业机械部和交通部,联合下发了《关于拖拉机运输作业问题的通知》。通知全文如下: 根据农业机械部反映,中共中央(1981)二十号文件《关于节约石油的通知》下达后,各地在贯彻执行过程中,对“禁止拖拉机搞营业性运输”的规定,解释不同,不少地方发生拖拉机从事正常的农业运输也被禁止的情况,有的地方甚至规定不准拖拉机上公路,以致造成有些急需的农业生产资料运不进去,农副土特产品运不出去,影响了农业生产和农民生活。我们经过研究以后认为,从有利于节约能源,有利于发展生产,有利于商品流通,有利于农民增加收
