High-quality health administrative penalties depend on the parties to confirm the accuracy of the eligibility criteria, the legal procedures are correct, the evidence is indeed sufficient and other factors. Confirmation of the qualifications of parties in the cases of sanitation and administrative punishment shall be specifically analyzed according to the specific circumstances. The author discussed the qualifications of parties such as individual industrial and commercial households, individual proprietorship enterprises, medical institutions, school canteens and so on, hoping to help improve the level of law enforcement in health administrative punishment cases.
