本文采用行政支出对财政支出占比和行政支出对地区GDP的占比数两个指标,并采用纵向和横向比较实证分析上海市行政支出状况发现,过去15年间上海市行政支出不断增加,合理与不合理的成分并存。其中近三年来上海市控制行政支出处于一线城市领先地位,成绩可圈可点。但随着新问题出现,行政支出改革必须持续,以便为社会服务均等化的公共品支出留出公共资源。
In this paper, two indicators of the proportion of fiscal expenditure and administrative expenditure on the regional GDP are adopted in this paper. Empirical analysis of the administrative expenditure in Shanghai by vertical and horizontal comparison shows that in the past 15 years, the administrative expenditure in Shanghai has been continuously increasing, Unreasonable ingredients co-exist. In the past three years, Shanghai has made remarkable achievements in controlling administrative expenditures in the first-tier cities. However, with the emergence of new problems, the reform of administrative expenditures must be sustained in order to set aside public resources for the equalization of public goods expenditures for social services.
