中国科学院为配合国际“热带海洋和全球大气(TOGA)”计划,发挥我院多学科综合研究的优势,分别抽调有关研究所的专业骨干,制定了“西太平洋热带海域海洋-大气相互作用与年际气候变化”研究课题,组成跨所、跨学科的多兵种协同的题目组,迅速编制具体实施计划,并作论证、修改。同时还抓紧进行组队、备航等项工作。一切就绪后,由院属的大气物理研究所(北京)、海洋研究所(青岛)和南海海洋研究所(广州)的45位科学技术人员和39位船员组成的考察队,于1985年12月10日,同聚会在广州新洲码头的院和省的领导、分院和有关所的领导、省内兄弟单位的领导以及许多群众辞行,乘上南海海洋研究所的“实验3”号海洋调查船,开赴考察区。
