海洋渔场环境航空遥感监测系统总体方案论证会,于1985年9月19日至22日在北京召开。参加会议的有国家海洋局、农牧渔业部水产局和渔政局、计委国土局、总参作战部、海军航空兵及水产科学院等22个单位和部门的62代表。 会议根据中央1985年5号文件“关于放宽政策、加速发展水产业的指示”中“加速发展水产业是关系到改善人民生活、繁荣城乡经济,促进内外贸易发展的一件大事。当前要集中力量,用三、五年时间,分期分批解决大中城市吃鱼难的问题”的精神,提出了加速我国海洋渔场环境航空遥感监测系统建设的总体方案,要求在1986—1988年期间系统基本建成,即在国内现有技术装备和引进国外部分关键技术的基础上,完成机载温、盐、叶绿素等传感器的研制和改进、以及温、盐、深水下传感器和机载接收、处理设备的研制和配套工程。系统建成后将具有对汛期海洋渔场的海况环境进行实时监测和服务的能力。
