目前,全省上下正开展以“思想大解放、作风大转变”为主要内容的大讨论活动,我们必须抓住这一有利时机,运用科学理论武器,清除思想障碍,转变观念,理清思路、抢抓机遇,加快海南州发展步伐。一、海南州的财政经济现状改革开放以来,海南州各级党委、政府坚持以经济建设为中心,团结带领全州各族人民励精图治,奋力开拓,自治州的经济发展走过“八五”时期的低谷,“九五”时期的恢复性增长,在“十五”时期开始步入持续快速增长的轨道。经济的迅速发展,使财政收支规模不断扩大,地方财政收入保持了逐步增长的势头,到2001年末,全州财政收入达到7884万元,比“八五”末的3697万元,增长2.1倍,比“九五”末的7100万元增长了11.28%,财政收入总量位居全省第四位。

By the end of 2001, the state’s fiscal revenue reached 78.84 million yuan, up 36.97 million yuan from the end of the “1985” 2.1 times, an increase of 11.28% over 71 million yuan at the end of the “95th Five-Year Plan”. The total fiscal revenue ranked the fourth in the province.
