近年来APEC合作进展缓慢已成为不争的事实,凸显出APEC机制改革的必要性和紧迫性。作为APEC最具特色的合作内容,经济技术合作的运行机制与改革,也必将是APEC机制改革的重要环节。目前,经济技术合作存在资源配置机制、激励机制以及成果转化机制的缺位或不完善等问题。要与APEC整体改革相适应,经济技术合作的机制改革需要与FTAAP建设目标对接,并且进一步向制度化方向推进,更多地发挥私人部门的作用。
The slow pace of APEC cooperation in recent years has become an indisputable fact, highlighting the necessity and urgency of the reform of the APEC mechanism. As the most unique cooperation content of APEC, the operation mechanism and reform of economic and technological cooperation will surely also be an important link in the reform of the APEC mechanism. At present, there are problems such as the lack of or incomplete resource allocation mechanism, incentive mechanism and result transformation mechanism in economic and technological cooperation. In order to adapt to the overall reform of APEC, the reform of the mechanism for economic and technological cooperation needs to be in line with the goal of FTAAP construction and to further promote institutionalization and give more play to the role of the private sector.
