“轮游”是按季节、时段和旅游小区轮流开放旅游,“禁游”是长期或短期封闭旅游区禁止旅游;轮游禁游是为了控制游客人数、防止旅游资源过度开发、保护生态环境、实现旅游业的可持续发展。贵州省特别是一些边远地区的旅游文化资源由于尚未得到充分有效开发,体现了较强的资源稀缺性、环境脆弱性和不可再生性,更有理由试行轮游禁游制度。轮游禁游反过来丰富了以生态旅游为代表的贵州旅游文化内涵,将大大提高贵州省的旅游竞争力。
