农村基层组织是国家政权的神经末梢。由于他们直接同广大农民群众打交道,老百姓把他们看成是党和政府的代表。他们的一言一行、一招一式,直接关系到党和政府在群众中的威信和形象。现在有些群众对党和政府有这样那样的意见,其中一个重要原因是基层政权中某些人背离了党的方针政策,损害了群众利益,伤害了群众的感情。因此,农村基层政权建设和干部素质问题已到了非抓不可,非抓好不可的时候了。
Rural grassroots organizations are the nerve endings of the state power. Because they deal directly with the masses of peasants, ordinary people regard them as representatives of the party and the government. Their words and deeds and their actions are directly related to the prestige and image of the party and the government among the masses. At present, some people have such views on the party and the government. One of the important reasons is that some people in the grassroots regime have deviated from the party’s principles and policies, undermined the interests of the masses and hurt the feelings of the people. Therefore, the establishment of the grassroots-level power in rural areas and the issue of the quality of cadres have reached a point where they can not but grasp the right time.
