信访矛盾是社会矛盾的重要组成部分。随着我国改革进入攻坚期,社会各方的利益关系深刻调整,各类社会矛盾也呈多发高发态势。这些矛盾与问题直接反映在征地拆迁、环境保护、劳动争议、社会保障、食品安全等诸多领域,且关联性、敏感性、对抗性增强,形成大量信访问题,解决不及时就会导致信访矛盾升级、各类群体性事件不断增多,群众越级进京非正常上访数量居高不下,严重影响社会和谐稳定。如何适应新常态,从源头预防信访矛盾,有力维护社会正常秩序,成为考量各级党委政府执政水平的试金石。本文依据当前信访工作形势,结合天津市信访工作实际,对信访矛盾的源头预防措施做了一些探讨。
The contradiction between letters and visits is an important part of social contradictions. With the reform of our country entering a crucial period of attack and profound adjustments in the interest relations among all social sectors, various social conflicts have also shown a tendency of high incidence. These contradictions and problems are directly reflected in many fields such as land acquisition, house demolition, environmental protection, labor disputes, social security, food safety and so on, and the correlation, sensitivity and confrontation are enhanced, and a large number of letters and visits are formed. If they are not resolved in a timely manner, the contradiction between letters and visits will escalate , All kinds of mass incidents have been on the rise. The number of non-normal petitions that the masses leapfrog to Beijing remains high, seriously affecting the social harmony and stability. How to adapt to the new normal, prevent contradictions between letters and visits from the source, and effectively maintain normal social order have become the touchstone for consideration of the ruling level of party committees and governments at all levels. Based on the current work situation of letters and visits and the actual work of letters and visits in Tianjin, this article makes some discussions on the source prevention measures of letters and visits contradictions.
