东亚金融风波促使人们对东亚模式进行深入而冷静的反思。本文通过对日本经济运行机制、产业政策、发展战略、企业组织与经营管理的考察，从转型期中国的角度，探讨日本经济崛起与衰退的根源，以期对中国经济转型有所借鉴。本文着重对日本政府行为进行了详细研讨，对有关政府行为的假说进行比较分析，提出政府行为惯性和政府介入极限的概念，并强调中观行为主体在制约政府介入行为中的积极作用
The turmoil in East Asia has prompted deep and calm reflection on the East Asian model. Based on the investigation of Japan’s economic operation mechanism, industrial policy, development strategy, business organization and operation and management, this paper explores the causes of the rise and recession of Japan’s economy from the perspective of China in transition so as to learn from the economic restructuring of China. This paper focuses on the Japanese government conduct a detailed study of the conduct of the hypothesis about the conduct of a comparative analysis of government action proposed government inertia and the limits of government involvement in the concept and emphasize the central role of actors in restricting the government intervention in the active role
