党的十八大报告指出:确保到2020年实现全面建成小康社会宏伟目标。国内生产总值和城乡居民人均收入比2010年翻一番。要完成全面建成小康社会的任务,我们必须把增加城乡居民收入,调节收入差距摆在更加突出的位置。特别是明显增加低收入者收入作为今后一段时期的调整收入分配关系政策取向,大力发展经济,增加就业机会,建立初次分配的公平机制,完善社会保障制度,让低收入阶层享受有尊严的生活。
The report of the 18th CPC National Congress pointed out: To ensure that by 2020 we will achieve the grand goal of building a well-off society in an all-round way. The per capita income of both the GDP and urban and rural residents doubled that of 2010. To accomplish the task of building a well-off society in an all-round way, we must put more emphasis on increasing the incomes of urban and rural residents and adjusting the income gap. In particular, we should obviously increase the income of low-income earners as a policy orientation for adjusting the distribution of income in the coming period. We should vigorously develop economy, increase employment opportunities, establish a fair mechanism for initial distribution, improve the social security system and allow low-income groups to enjoy dignified living.
