医疗卫生服务作为准公共产品,具有公益(福利性)性的显著特征,医疗卫生服务公益性的完全体现也是新医改的目标之一。文章在厘清医疗卫生服务公益性内涵的基础上,从医疗机构和政府两个角度来阐述对医疗卫生服务公益性的感知,重点论述了公立医院、非公医院、政府监管以及通过理顺医疗卫生服务和医疗保障体系、药品供应保障体系、公共卫生服务体系等之间关系,来探讨现阶段如何实现医疗卫生服务公益性。
As a quasi-public product, medical and health services have notable features of public welfare (welfare), and the full realization of the public welfare of medical and health services is also one of the goals of the new medical reform.
