新昌县以建设文化大县和争创全国文化先进县为目标,通过采取加强领导、科学规划、落实责任、创新机制等举措,扎实推进公共文化建设。其做法与经验就是要以政府投入为主体、以群众参与为主角、以整合资源为主线和以打造品牌为主题,从而为加强公共文化建设提供制度保障。
