组建和发展企业集团是调整生产要素存量的重要途径,在增量调节资金有限,其效果也不好的情况下,发展企业集团,有利于带动存量调整,实现专业分工协作和适度规模经营。 近七年来,我国企业集团发展大致经过了三个阶段。第一阶段是1980年到1986年,这个阶段可称为企业集团的孕育阶段。第二阶段是1986年——1988年,即企业集团的创建时期。第三阶段是1988年至现在,为企业集团发育成型的阶段。经过这些发展过程,我国企业集团从无到有,从小到大,有的已在国民经济建设中发挥了重要作用,但是,在企业集团的发展过程中,也确实出现了一些不容忽视的问题,需要深化改革,认真研究解决。首先是企业集团的改革措施不配套,结构功能等方面还不够完善,有关政策不落实,
The formation and development of enterprise groups is an important way to adjust the stock of production factors.
