■国际金融危机对我国经济的负面影响正日益加深,对农业农村发展的冲击不断显现。2009年可能是新世纪以来我国经济发展最为困难的一年,也是巩固发展农业农村好形势极为艰巨的一年■扩大国内需求,最大潜力在农村;实现经济平稳较快发展,基础支撑在农业;保障和改善民生,重点难点在农民。这是中央对“三农”工作的新定位■今年将通过进一步增加农业农村投入、较大幅度增加农业补贴、保持农产品价格合理水平、增强农村金融服务能力等方式,加大对农业的支持保护力度■把改善农村民生作为扩大内需的重要举措和国家新增投资安排的优先领域,将会起到多重效果
