Over the past more than 60 years since the founding of New China, the CPC Central Committee’s leadership has persistently and consistently tried hard to build China into a modern and powerful socialist country. In the course of building the rule of law, the CPC leadership of several generations of the Chinese Communist Party Out of the contents and theoretical features of the times we are advancing with the times in carrying out the socialist modernization drive. The successful convening of the Third Plenary Session of the 11th CPC Central Committee marked the beginning of a new period in which China has basically entered the process of restoring socialist rule of law. At the 15th National Congress of the Communist Party of China, it proposed the basic strategy of our party that “governing the country according to law and building a state under the rule of law” At the 16th CPC National Congress, the strategy of governing the country according to law has been enriched and developed;
