办水保〔2016〕227号各流域机构,各省、自治区、直辖市水利(水务)厅(局),各计划单列市水利(水务)局,新疆生产建设兵团水利局:水土保持设施验收制度是水土保持法规定的防治生产建设活动水土流失的基本制度。近年来,各级水行政主管部门和流域机构认真履行法律赋予的职责,不断加大工作力度,水土保持设施验收工作取得积极进展。为贯彻落实党中央、国务院推进生态文明建设的决策部署,深化水土保持“放管服”改革,进一步规范和加强生产建设项目水土保持设施验收工作,现就有关事项通知如下:

In recent years, water administrative departments and river basin agencies at all levels have conscientiously fulfilled their duties assigned by law and continuously stepped up efforts to make positive progress in the acceptance of water and soil conservation facilities. In order to implement the decision-making arrangements of the CPC Central Committee and the State Council in promoting ecological civilization construction, deepen the reform of “soil and water conservation and management” and further standardize and strengthen the acceptance of soil and water conservation facilities in production and construction projects, we hereby notify you of the relevant issues as follows:
