1992年6月巴西里约日内卢联合国环境与发展大会通过《21世纪议程》以来,全球社会与经济的可持续发展已成为国际社会与各国政府普遍关注的问题。近几十年来全球的变化已使人们切身体验到自己赖以生存的环境与资源已经发生并仍将面临重大变化。纵观上海社会与经济发展进程,水资源、土地资源与防汛问题作为困扰社会与经济发展的关键问题,已日益凸现出来。展望今后几十年长江流域环境、工程与河口海平面上升趋势,这三大问题将进一步激化,成为影响21世纪上海社会与经济持续发展的关键障碍。
Since the adoption of Agenda 21 by the United Nations Conference on Environment and Development in Rio de Janeiro, Brazil, in June 1992, the global social and economic sustainability has become a common concern of the international community and governments. The changes in the world in recent decades have enabled people to experience firsthand that the environment and resources on which they depend will have taken place and will still face major changes. Looking at the social and economic development in Shanghai, water resources, land resources and flood control have become increasingly prominent issues that have plagued social and economic development. Looking forward to the upward trend of sea environment, engineering and estuaries in the Yangtze River basin in the coming decades, these three major issues will be further intensified and become the key obstacle to the sustainable development of Shanghai in the 21st century.
