啥叫程序?程序就是事情进行的先后次序。农村干部处理村政事务,也要树立程序意识。现在,农村都在推进依法治村,而要真正依法治村,农村干部办事就不能只管结果而不管合不舍程序。因为,执法就得履行法定的程序,就得按事情的先后次序办事。省略了法定的程序,不是真正的依法治村;把法定程序弄颠倒了,也不是真正的依法治村。比如:《中华人民共和国村民委员会组织
