党的十三届七中全会通过的《中共中央关于制定国民经济和社会发展十年规划和“八五”计划的建议》,在总结80年代经济建设和改革开放经验的基础上,提出了90年代我国国民经济和社会发展的基本任务和方针政策,是指导我国实现现代化建设第二步战略目标的纲领性文献。在全国上下深入学习、认真贯彻落实《建议》精神的时候,国务院研究室副主任、经济学家王梦奎教授根据他个人的学习体会和人们普遍关心的问题,回答了本刊记者的提问。
