责任政府道德契约建构的目的在于实现政府道义责任的追究与落实。责任政府道德契约的成功构建,以平等的公民身份、公民思考的不偏不倚、有关宪法原则、规范的规定为前提。道德契约的构建主要包含道德契约外化为宪法原则与规范、政府道德立法等六个维度,同时包含道德契约内容与形式的确立、监管机构的设置等四个环节。道德契约具有一定的有限性,为保证契约的落实到位,契约的“诚信”、“正义”等“实质论”与契约的“形式论”应当是二维一体、缺一不可的。
