１９９８年以来，我省各地按照省委的线一部署，紧紧围绕贯彻党的基本路线和发展农村经济、增加农民收入这一中心任务，广泛深入地开展了创农村基层组织建设先进县、创“六好”建强乡和创“五好”建三村活动，取得了显著的成效。２０００年末，省委对３年来取得优异成绩的一大批先进集体进行了表彰，并对１３个县（市、区）、１００个乡镇党委、８００个村党支部分别授予农村基层组织建设先进县（市、区）、“六好”乡镇党委标兵、“五好”村党支部标兵称号。为进一步加强农村基层组织建设，推进和实现我省农村经济跨越式发展，本刊摘编了部分先进单位的经验，供各地基层党组织在今后推动农村基层组织建设，促进农村经济发展和社会全面进步的工作中借鉴。
