自十一届三中全会以来,我们党实行的一系列路线、方针和政策是十分有利于科技事业发展的,特别是党的十三大更加明确地提出了:“把发展科学技术和教育事业放在首要位置,使经济建设转到依靠科技进步和提高劳动者素质的轨道上来”。老一辈的无产阶级革命家也十分重视这个问题,邓小平同志讲过:“科学技术是第一生产力”。在四中全会上又再次强调:“科学是了不起的事情,要重视科学”、“最终可能是科学解决问题”。

Comrade Deng Xiaoping said: “Science and technology are primary productive forces.” At the Fourth Plenary Session, it stressed once again: “Science is a remarkable thing, we must pay attention to science,” and “science may ultimately solve the problem.”
