水利工程大建设需要大投入,要顺势而为、乘势而上,以无愧于时代、无愧于人民的水利精神,多思善谋,规划一批大项目、好项目。千方百计争取国家大力支持,增加投资规模,以大项目带动大投入、大建设、大发展。基于此,介绍着力建立水利工程长效运行机制的措施。
