转变传统高能耗、高污染的经济增长方式,大力推进节能减排,发展以低能耗、低排放为标志的低碳经济,实现可持续发展,正在成为世界各国经济发展的共同选择。作为一个高能耗的国家,我们必须借鉴国外发达国家的先进的能源低碳化立法理论和实践经验,加快我国能源低碳化立法工作。英国、德国、美国和日本等发达国家在能源低碳化立法的方面经验丰富,成效显著,经过考察和研究,对我国有很多的启发。
To change the traditional mode of economic growth with high energy consumption and high pollution, vigorously promote energy conservation and emission reduction, develop a low-carbon economy marked by low energy consumption and low emissions and achieve sustainable development is becoming the common choice for economic development in all countries in the world. As a country with high energy consumption, we must draw lessons from advanced theory and practical experience of low-carbon energy legislation in developed countries to speed up legislation on low-carbon energy in our country.
