为加强交通基本建设项目竣工验收管理工作,交通部制定发布了《交通基本建设项目竣工决算报告编制办法》(以下简称《编制办法》),为加强基本建设财务管理和财政投资管理工作,财政部制定发布了《基本建设财务管理规定》、《财政投资评审管理暂行规定》。这些办法和规定,对加强交通基本建设项目管理,规范验收程序,提高竣工决算报告质量,起到积极促进作用,但在实际应用中存在一些亟待解决的问题。
In order to strengthen the completion and acceptance of transportation infrastructure projects, the Ministry of Communications formulated and promulgated the “Method for Compiling Final Accounting Report of Traffic Capital Construction Projects” (hereinafter referred to as the “Compilation Method”). In order to strengthen capital construction and financial investment management, the Ministry of Finance Formulated and promulgated the Provisions on the Financial Management of Infrastructure Construction and the Provisional Regulations on the Review and Management of Financial Investment. These measures and regulations play an active role in enhancing the management of transportation infrastructure projects, standardizing the acceptance procedures, and improving the quality of final accounts reports. However, there are some problems to be solved in practical application.
