“丛福奎难题”是我一年前提出的一个概念,是说中国在世界上人口最多,中国的高官职位在世界上竞争最激烈,注定了只有少数官员能够扶摇直上三千里,有的官员原本对自己的职务升迁抱有较大希望,故尚能严于律己,兢兢业业,一旦仕途不尽如己意,或感觉升迁无望,便彻底失去追求上进的动力,将信仰、党性、为官的道德、做人的原则统统抛到脑后,抓紧利用可能“过期”的职权大肆谋私,堕落成可耻的腐败分子。原河北省委常委、省人民政府常务副省长丛福奎堪称典型,1997年他当选中央候补委员的希望落空,紧接着又没能当上省长,于是顿觉前途黯淡,转而信奉佛仙,疯狂攫取不义之财,并与一个徐娘半老的女“大仙”勾搭成奸,“构成了世纪之交贪官阵营中一道荒唐奇特的‘风景线’”。
