《中华人民共和国档案法》指出:“各级各类档案馆,机关、团体、企业事业单位和其他组织的档案机构,应当建立科学的管理制度,便于对档案的利用;配置必要的设施,确保档案的安全;采用先进技术,实现档案管理的现代化”。这是我国档案事业发展中一项具有战略性的重大任务。作为档案事业主要代表的档案馆,则是这一任务的重点。我们知道,档案工作的根本目的就是要把对国家和社会有保存价值的档案加以完整地收集、整理和保管,做到确保其安全不受损坏,同时要做到最大限度地便于利用和充分发挥其社会和经济效益。实践证明,随着档案数量的不断增加以及信息传递高速化的要求,欲达此目的,不改变落后的管理方式,不实现现代化管理,是不可能肩负起党和国家赋予我们的历史使命的。这一问题已经受到很多同志的重视,几年来,在改革、开放的方针指导下,全国档案馆工作正由封闭型、半封闭型向开放型转变,档案馆的基础设施不断加强,设备不断增加和更新,各方面工作都有所改善。

This issue has received the attention of many comrades. Over the past few years, under the guideline of reform and opening up, the work of archives in the country has been transformed from a closed type and a semi-closed type to an open one. The archives’ infrastructure has been continuously strengthened and equipment has been continuously increasing And update, all aspects of work have improved.
