我市1986年有49条城乡邮路,年报刊流转额仅60.5万元,其中37条农村邮路平均每条4000多元,至今仍有些农村不通邮。农民们抱怨说:邮电通信落后,使我们政策不清、致富信息不灵。问题的关键是分配上的“大锅饭”压抑了乡邮员的积极性。为此,我们从改革乡邮员的分配入手,走出一条农村投递的新路子。具体办法是:在投递人员中实行全额工资、津贴浮动,变“死工资”为“活工资”。个人月浮动工资=月累计流转额÷基本任务×(月标准工资+津贴)-考核指标所扣金额,考核指标包括通信质量、劳动纪律等。为了确保考核落实,制定了相应的监督检查制度:如营业与投递工种的交叉检查每月不得少于二次;检查人员每月逐条检查邮路;在每条邮路上设立了质量信息点,保持经常联系;定期走访用户,召开用户座谈会;实行严格的质量报表和检查报告书制度等。充分利用各种渠道反馈的质量信息作为浮动考核的依据。同时对分管局长、专业股长、支局长、检查人员制定了严格的考核制度,以提高管理人员积极性和责任心。
