与建立社会主义市场经济体制相适应,我国住房制度改革的目标模式,就是把住房纳入市场经济运行的轨道,按照市场经济规律办事。具体地说,住房制度改革作为制度性的改革,就是改革旧的福利制的住房制度,确立住房商品化和社会化的新体制;新体制的建立过程,就是把住房的建设、分配、交换、消费的福利制的运行过程,转化为市场经济运行过程。房改的根本目的是通过住房新体制的建立,加快住房建设,实现住房的商品化,是要逐步实现职工用劳动工资购买或租赁住宅,来解决住房问题。1.改革住房资金分配体制和住房基金运行渠道。这要求把原来的二次分配改为一次分配,把住房积累基金改为住房消费基金;把暗补变为明补,即把目前用于职工建房和修房等大量资金,以补贴和公积金的形式发给职工并逐步进入工资,从而实现住房由实物分配到货币
