为适应市场经济发展的需要,按照国务院的统一部署,经济鉴证类社会中介机构脱钩改制工作已于2000年底全部结束,值得注意的是由于上级主管部门的关心,原本属于社会中介机构性质的一些单位,如土地估价所、价格事务所等,转变职能成为政府部门的一个职能单位,然而少数地方的个别单位却违反党和国家的方针政策,继续从事经济鉴证类中介业务,其问题主要表现在三个方面:
