现代化是国家各领域持续转变的过程,面对这一过程,社会各成员会产生不同的反应。一般而言,在现代化进程中,国家政权会通过系列的制度设计,引导社会各成员达成现代化的目标共识,并带领他们为之付诸努力,这一现象可以概括为国家政权引导现代化的过程。国家政权能否有效地引导现代化,很大程度上取决于社会各成员对国家政权引导的认同。可以说,社会各成员能够在何种程度上与国家政权的引导取得一致,是决定现代化成败的关键。
Modernization is a process of continuous transformation in all areas of the country. In the face of this process, all members of society will have different reactions. Generally speaking, in the process of modernization, the state power will be designed through a series of systems to guide all members of society to reach a consensus on the goal of modernization and lead them to work hard for them. This phenomenon can be summed up in the process of guiding the state power to modernize. Whether the state power can effectively guide modernization depends largely on the approval of all members of the society for the guidance of state power. It can be said that to what extent all members of society can be consulted with the guidance of state power is the key to determining the success or failure of modernization.
