大学生村官民生事务代办制度作为大学生村官计划支流中的一个具体实施政策,将大学生村官的身份定位为深入农村的社会工作者和接班人。2010年6月,浙江省兰溪市率先实施大学生村官民生事务代办制度,把民生事务代办工作列入大学生村官日常工作考核管理范围。每个行政村确定一至两名村级代办员,由联村干部和大学生村官担任,原则上以大学生村官为首席代办员。同时,由村会计或出纳担任代办助理员,协助代办员做好代办工作。通过镇乡(街道)“365”服务窗口集中办理、大学生村官“一站式”代办服
