据经济参考报5月19日报道,记者从京津冀生态环境协同发展高端会议获悉,目前京津冀正在探索建立跨区域碳交易市场。京冀两地已于去年底率先启动全国首个跨区域碳排放权交易市场建设,承德市作为河北省的先期试点,其境内纳入碳交易体系的重点排放单位,将完全按照平等地位参与北京市场的碳排放交易。此外,国家发展改革委会同有关部门已就京津冀协同发展生态环境保护规划进行了研究论证,将按照程序报批后印发。

Beijing and Jihai took the lead in launching the construction of the first trans-regional carbon emission rights trading market in China by the end of last year. As a pilot project in Hebei Province, Chengde City, with key emission units included in the carbon trading system in the territory, will participate in the Beijing market on an equal footing Carbon emissions trading. In addition, the National Development and Reform Commission and relevant departments have carried out research and demonstration on the coordinated development of eco-environmental protection in Beijing-Tianjin-Hebei Province and will issue and approve the plan in accordance with the procedures.
