天津市政府办公厅以“津政办发〔2014〕23号”号文件转发市发展改革委、市经济和信息化委、市环保局拟定的《天津市加快发展节能环保产业的实施意见》。在该“实施意见”中明确提出:——加快发展滨海新区、宝坻区节能环保产业园等节能环保新型工业化产业示范基地。——开发利用产业废物生产新型建材等大型化、精细化、成套化技术装备。——开展绿色建筑行动。到2015年末,全市开工建设绿色建筑占同期建设的20%,建筑面积达到3600万平方米。政府投资建筑、保障房、新建城镇和2万平方米以上的大型公共建筑自年开始按照我市
