以前,澳门地区的官方语言以葡文为主,公函作为行政文件的一种,亦如此。继1976年葡萄牙政府颁布《澳门组织章程》,在澳门实行行政主导、双轨立法、司法独立体制后,又根据1987年的《中葡联合声明》和1993年公布的《澳门特别行政区基本法》的有关规定,采取了若干措施,逐步确立了中文在澳门行政活动中的法定地位。如:1月25日第5/86/M
