国道324线澄海路段全长28.8公里,横贯澄海全境,与主干线挂上勾的村道口57条、镇道口9条、县道口8条、省道口2条,集市道口3个,工业区路口4个。这些主要路口共92个,极易引发交通事故。1993年1至8月,全县共发生交通事故271宗,死亡54人,比1992年分别上升58.5%和145.5%。严峻的交通形势,引起了澄海县人大常委会的重视。去年9月,澄海县人大常委会召开第六次主任会议,听取县公安局交警大队关于澄海县道路交通安全管理情况的汇报,并发函要求县政府采取切实措施加强交通安全管理工作。县政府接到县人大常委会《关于对澄海县交通安全
