经济新常态是中央政府在国内外经济发展趋势作出的准确的判断和理解。当今世界全球化进程不断加快,国际金融危机带来的外部风险对中国经济的发展已经产生了威胁。经济新常态时期出现的新特征,使人力资源的综合利用率得到了更为广泛的关注,只有制定并贯彻好人员管理机制,才能充分实现企业效益、个人效用的最大化。本研究通过对经济新常态下东北地区现有人力资源结构的阐述,总结分析民营企业目前人力资源开发存在的问题,并对我国东北地区民营企业人力资源管理的发展提出建设性意见。
The new normalization of the economy is the accurate judgment and understanding made by the central government in the economic development trends at home and abroad. The globalization in the world today is accelerating. The external risks brought about by the international financial crisis have posed a threat to China’s economic development. The new features emerging in the new economic normal period have made the comprehensive utilization rate of human resources been more widely concerned. Only by formulating and implementing the personnel management mechanism can we fully realize the efficiency of enterprises and the maximization of individual utility. This essay summarizes the existing problems of human resource development in private enterprises by expounding the existing human resource structure in Northeast China under the new economic normal and puts forward constructive suggestions on the development of human resource management in private enterprises in northeast China.
