《水浒传》里卢俊义是北京城有名的卢大员外。员外郎简称员外,原指设于正额以外的郎官。晋以后所称之员外郎指员外散骑侍郎(皇帝近侍官之一)隋文帝开皇年间,于尚书省各司置员外郎一人,为各司之次官。唐宋沿置,与郎中通称郎官,皆为中央官吏中的要职。明清各部仍沿此制,以郎中、员外郎、主事为3级司官,得以递升。员外郎简称外郎或员外,通称副郎。清代除六部外,其他官署如理藩院、太仆寺、内务府均设员外郎。
