建设国际航运中心是一个城市总体功能的概括,涉及方方面面。发展大交通,建设大口岸,促进大物流,是建设大连东北亚重要国际航运中心的基础条件和重要内容。实践证明,没有四通八达的现代化海陆空综合交通运输体系、符合国际惯例的口岸综合服务系统以及发达的现代物流业为支撑,是难以承担区域性国际航运中心之重任。在建设大连东北亚重要国际航运中心的进程中,交通口岸作为基础性、先导性、公益性产业和对外开放的前沿,占有举足轻重的地位,肩负着特殊的历史使命,必须走在前面,当好先行。
Building an international shipping center is a generalization of the overall urban functions and involves all aspects.
