收入分配状况持续恶化的现状,已经成为我国构建社会主义和谐社会的巨大阻碍。本文分析了收入分配不公带来的经济和社会问题,并研究通过财政政策从两方面以实现收入分配状况的改善,其中最为根本的是培养经济长期持续增长的因素,实现人力资本和技术创新作为社会进步和经济增长主要因素从而体现其价值;从短期的结构调整来看,应通过财政转移支付政策和所得税、财产税、资源税等税收手段的健全以推进社会公平。
The current situation of the deteriorating income distribution has become a huge obstacle to the construction of a harmonious socialist society in our country. This article analyzes the economic and social problems brought about by the unfair distribution of income and studies the improvement of the distribution of income through two aspects in terms of fiscal policy.
