7月30日下午,省十二届人大常委会第十一次会议审议了《湖南省乡镇财政管理条例》(修订草案)。常委会组成人员审议认为,随着农村经济社会发展和财税体制改革的推进,我省乡镇财政的运行环境、运行方式以及职能发生了重大转变,乡镇财政管理出现了许多新情况、新问题,现行条例的很多规定与实际情况不符。因此,修订条例十分必要,同时提出了一些修改意见和建议。会后,省人大常委会法工委根据各方面的意见,对条例草案进行了多次修改,形成了条例修订草案二次审议稿。9月25日上午,省十二届人大常委会第十二次会议分组审议《湖南省乡镇财政管理条例》(修订草案·二次审议稿)。

On the morning of September 25, the 12th meeting of the 12th NPC Standing Committee examined the Regulations of Hunan Province on Township and Township Financial Management (Revised Draft and Second Review Draft).
